Directors of the institutions and agencies of the Economic Community of West African States (ECOWAS) are meeting in Lagos, Nigeria, from 21 to 30 September 2026 to harmonise and finalise their Medium-Term Expenditure Framework (MTEF) for 2027–2029, aligning it with the strategic priorities for the 2026–2030 term. This exercise will be followed by the review and approval of the 2027 Programme Budget. The retreat was officially opened on Monday, 21 September 2026, by the Vice-President of the ECOWAS Commission, H.E. Oluwatosin Anthony OGUNJIMI, on behalf of H.E. General Birame DIOP, President of the ECOWAS Commission.
In his opening remarks, the Vice-President clarified that the strategic priorities of the new management do not replace ECOWAS Vision 2050 or the Community Strategic Framework 2023–2027. Rather, they are intended to sharpen the focus on key results whose achievement needs to be accelerated during the 2026–2030 period. In this context, 2026 is positioned as a year of transition and strategic reprioritisation, while 2027 will mark the first full year of implementation.
The retreat is expected to result in stronger strategic alignment, clearer prioritisation, enhanced harmonisation and collaboration, and the development of a credible and appropriately costed expenditure framework. It should also lead to a realistic 2027 work plan underpinned by feasible procurement and disbursement plans, clearly defined performance indicators and targets, well-established accountability mechanisms, and an agreed timetable for monitoring and reporting.
