DescriptionThe ECOWAS Commission, through the Customs Union and Taxation Directorate, organised a training of trainers for members of the National Committee for the Recognition of Community Origin (CNROC/NCCOR) from the 15th to 18th of September 2025 in Lagos, Nigeria. This session brought together representatives from the Ministry of Foreign Affairs, the Ministry of Industry, Trade and Investment, the Nigeria Customs Service, NACCIMA, NAFDAC, SON, MANEG and NEPC.
Participants were trained on the new provisions of the ECOWAS Trade Liberalisation Scheme in force since 2018. Topics covered included the concept of wholly obtained products, the new calculation of value added based on a 68% threshold, the consideration of "neutral elements", the extension of the validity of proof of origin to 12 months, and the introduction of the Electronic Certificate of Origin (e-CO). The session also focused on the invoice declaration and the concept of authorised exporter, with practical case studies, and concluded with the presentation of certificates of participation.
